The U.S. Postal Service lost $5.2 billion in the quarter that ended on June 30. It defaulted on a $5.5 billion payment owed to the U.S. Treasury for retiree health care on August 1, defaulted on an additional $5.6 billion payment due on September 30, and may run out of cash to meet payroll and pay vendors in the next several months. Legislative relief is bogged down in Congress, as powerful interest groups have blocked attempts to reduce the Postal Service’s basic structural problem: out-of-control costs.
The alternatives to cost cutting are a taxpayer-funded bailout – blocked so far by the Republican-controlled House – or above-inflation increases in postal rates. If the latter happens, the special postal rates enjoyed by nonprofit mailers may be a prime target. This program will give participants basic tools to answer the following questions (and more):
- How will the November 6 election shape the outcome of this debate?
- Will Congress pass a postal reform bill in the lame duck session after the November 6 election, or will action continue to be deferred?
- What is likely to happen to your nonprofit's postal rates?
